Clients don’t always like the advice we provide about their poorly performing projects. Often it is no single factor that causes problems to a project, and rarely is it just the contractor’s fault. The size and complexity of today’s infrastructure projects demand that both client and contractor establish and maintain effective leadership, team capability, change control and take a tailored approach for the inevitable uncertainty. The seeds of many major issues in today’s infrastructure projects include offers and acceptance of low bids, unachievable schedules and risks allocated to parties who are unable to bear them.

Our approach to project health checks, distressed project interventions and due diligence is founded on evidence-based analysis and the insights and advice of our most senior Principals with decades of experience in project delivery. We work with our clients to deliver the tough insights and provide targeted, actionable recommendations to support project recovery. Our valuations assist with financial reporting, tax and accounting, and the generation of appropriate pricing to encourage efficient usage and investment in infrastructure. Our commercial and engineering expertise allows us to not only review fixed asset registers, but also build them from the ground up utilising as-built drawings. Bevan has 35 years of executive, and project leader experience and now provides clients with strategy, commercial, risk, transaction, and dispute resolution advice. He is known for deep commercial, risk, procurement and contracting skills across rail, water, energy, road infrastructure and rollingstock fleet. Bevan advises public and private clients with the benefit of lived experiences in the development, delivery, operation and maintenance of infrastructure.

Bevan was drawn to infrastructure due to its impact to provide lasting benefits for communities.

Bevan is a Principal at E3 Advisory with a career of 35 years of executive, commercial and project leadership in infrastructure.  He advises public and private clients on strategic matters, risk, commercial and transaction solutions for capital programs and projects in transport, water, energy, arts, sports and social housing.

Bevan brings a unique ability to combine a deep understanding of client, infrastructure and customer-centric focus of the operator and maintainer with strategic, commercial and transaction expertise.  Bevan’s lived experience in managing across the whole-of-lifecycle of infrastructure development, contracting  and delivery enable him to provide actionable advice and knowledge of programs and projects to benefit public and private sector clients.

Bevan was drawn to infrastructure for its impact to provide lasting benefits for communities.  He has held executive positions within the New South Wales Government infrastructure delivery agencies, as well as senior positions within infrastructure advisory and contracting firms.

Peter BuntingPrincipal

Peter Bunting Principal

Pete has 18 years of project development and commercial experience with two thirds of his career being in delivery organisations. He now advises a wide range of public and private clients on complex and interesting infrastructure challenges. Pete is passionate about focussing energy on strategic and high impact outcomes and is known for bringing a rounded approach to strategy, commercial, risk and transaction to achieve those outcomes.
Pete is most happy when his kids are smiling, he is playing soccer, or he is sipping on a schnapps halfway down the slopes!

Pete has 18 years of project development and commercial experience with two thirds of his career being in delivery organisations in the UK and Australia. With experience across nuclear decommissioning, rail, road, performance infrastructure, sports infrastructure and water, he specialises in strategy development, risk management, transaction and commercial advice. Pete’s project development leadership roles complemented with commercial delivery experience provides a rounded breadth and depth of experience that can be applied to most project challenges.

He now advises a wide range of public and private clients on complex and interesting infrastructure challenges. Pete takes pride in understanding the key drivers of a project to ensure appropriate energy is focussed on delivering strategic and high impact outcomes.

Relationships and resilience are core to Pete’s leadership style and have proven to be key in gaining trust from executives in the private and public sectors.

Conrad FonsecaPrincipal

Conrad Fonseca Principal

Conrad is a commercial and transaction specialist with over 25 years of experience across major infrastructure projects in Australia, New Zealand, Europe, Asia, and the Americas. His transaction and procurement strategy expertise are complimented by his ability to manage stakeholders, project risks and overall project management. He has extensive experience in the development of contract documentation and end-to-end transaction management for contracts on complex metro and other rail projects, including Sydney Metro City & South West, Digital Systems Program and the Parkes Special Activation Precinct. Conrad’s passion for solving problems on the largest and most complex projects, saw Conrad lead the transaction for the first competitively procured integrated station development in Australia.

On the weekend, you’ll find Conrad walking the trails around Sydney harbour or exploring one of the city’s many markets.

Conrad is attracted to infrastructure advisory by the satisfaction of helping clients deliver infrastructure that provides significant economic benefit. His passion for solving problems on the largest and most complex projects, saw Conrad lead the transaction for the first competitively procured integrated station development in Australia.

Key projects in the last 10+years include the last major dam in Queensland, the Western Corridor Recycled Water program, WestConnex road tunnel projects in Sydney, and the Cross River Rail surface rail alliance. Currently, he’s working with Council on their new Kangaroo Point Green Bridge in Brisbane and involved in Queensland’s dam improvement projects.

He recently led the transaction for the Circular Quay Renewal project, the redevelopment of one of Australia’s most significant historical and cultural precincts. He played a key role in the development of an innovative ‘Structured Market Engagement’ procurement process designed to attract early industry involvement on this project. Paul loves being part of what makes a project happen and engaging with others who share his passion. He enjoys being able to make a meaningful contribution to the success of a wide variety of infrastructure projects.

Michael Moore Principal

Michael is a transport infrastructure specialist and Principal at E3 Advisory, with more than 30 years’ experience in the sector. He provides strategic, commercial and independent review services across a range of public and private transport infrastructure projects. With first-hand experience of the complexity and risks of major infrastructure development and delivery, he assists clients navigate the challenges to achieving improved project outcomes.
Michael has played a key role, both client-side and contractor-side, in creating some of NSW’s most complex road, bridge, and tunnel infrastructure. This includes the construction of Sydney’s cross-harbour and cross-city tunnels and procuring major upgrades to the Pacific Highway and Princes Highway in regional NSW.

His advisory expertise encompasses delivery strategy, transactions, commercial management, schedule risk analysis, due diligence and constructability. With first-hand experience of the complexity and risks of major infrastructure development and delivery, he assists clients navigate the challenges to achieving improved project outcomes.

Michael has played a key role, both client-side and contractor-side, in creating some of NSW’s most complex road, bridge, and tunnel infrastructure. Andrew AllenPrincipal

Andrew Allen Principal

With degrees in civil engineering and law, Andy has over 20 years of experience providing commercial, transaction and cost advisory services on some of NSWs biggest infrastructure projects. Some of the recent highlights include lead roles on Sydney Metro, Melbourne Metro Tunnel, Faster Rail Program, West Gate Tunnel and North East Link. Andy enjoys using his tehnical knowledge to help clients through challenging infrastructure issues – particularly in rail – and then applying these lessons to other projects for continued project betterment.
Andy spends most weekends chasing his four children, and also enjoys exploring the outdoors through sailing, bushwalking and cross-country skiing.

With degrees in civil engineer and law, Andy provides advice on complex infrastructure challenges, to find the most efficient and effective ways to deliver service outcomes. His 23 years of experience, spanning 12 years of on-site delivery and over 10 years of advisory services, provides Andy with deep experience and knowledge to deliver effective solutions that can be implemented on infrastructure projects. Andy is recognised for thinking independently and offering new innovative ideas.
Andy has delivered commercial, transaction and cost advisory services on a number of NSW biggest infrastructure projects including Melbourne Metro Tunnel, Faster Rail Program, West Gate Tunnel and North East Link. Some of his particular achievements, include:
Development of the commercial principles for the first Incentivised Target Contract on Sydney Metro, which has now been implemented on numerous infrastructure projects in Australia;

Development of the accelerated transaction approach for the Northern Beaches Hospital Roadworks Project, with a strong focus on highly interactive ECI tendering;
Lead roles on the reviews of Melbourne Metro Tunnel Project independent reviews; and

Engagement lead and transaction director for Sydney Metro City & Southwest overseeing transactions for Linewide ITC, Integrated Station Developments at Victoria Cross, Pitt Street and Waterloo, construct only stations at Barangaroo and Crows Nest, and systems frameworks.

Andy is a recognised leader, with a strong backgound working in highly intregrated multi-disciplinary teams, who has overseen pre-feasibility and strategic estimates for almost all major transport infrastructure in NSW. He leads E3 Advisory’s cost advisory services and really enjoys helping clients through providing his technical knowledge to find the best solution to their infrastructure challenges and improve the nations producity.

He has 20 years’ experience in the industry, specialising in strategic cost and constructability advice for complex projects. Career highlights include his work on the multi-billion-dollar Integrated Mining Pit to Port Project in Bogota, Colombia. Paul values his role in delivering infrastructure that drives generational change. He also welcomes the opportunity to serve as a mentor to his younger colleagues. Paul once spent a year working 2,000m below ground level in Broken Hill. Now that he’s back on the surface, he loves being able to visit the ocean.

Paul specialises in strategic cost and constructability advice for complex projects, assisting his clients to successfully manage their projects and achieve their objectives in a safe and timely manner. He loves having the chance to tackle his clients’ most formidable challenges.

Paul values his role in providing infrastructure that drives generational change. He is particularly proud of his work on the multi-billion-dollar Integrated Mining Pit to Port Project, a major mine, rail, and port infrastructure project in Bogota, Colombia. Paul believes that developing the skills and experience of all team members is a critical enabler of project success. As a former mining and tunnel engineer, Paul has spent a lot of time underground. He once spent a year working 2,000m below ground level in Broken Hill. Now that he’s back on the surface, he loves being able to visit the ocean.

Sutina Tsang Managing Principal

Sutina is the Managing Principal of E3 Advisory and a founding member since our inception in 2014.

As Managing Principal, Sutina sets and implements E3 Advisory’s strategic direction, infusing her leadership, enthusiasm and energy into shaping and driving E3 Advisory into the future.

Sutina is highly regarded as a leading transaction and commercial professional, having provided advice for many of the most significant and impactful NSW transport projects over the last two decades. She brings expertise in strategy development, commercial management, cost advisory, and operation and maintenance management for large-scale, complex projects. Sutina has particular interest in rail, fleet, systems and technology projects.

With more than 25 years of experience, Sutina is well-respected by clients and the industry for her persistence and ability to navigate multi-faceted challenges. She uses her skills to deliver successful outcomes for her clients, whilst building an inclusive culture. Sutina is the chair of E3 Advisory’s Diversity & Inclusion Committee and is committed to fostering a culture where everyone can grow and thrive in their careers with a strong sense of purpose, pride and belonging.

Sutina holds a Bachelor of Engineering in Systems Engineering and a Master of Management in Technology from the Australian National University.

When she’s not advising clients on important infrastructure projects or developing our people, Sutina enjoys spending time skiing with her family.

Mark Stephens Principal

Mark is a civil engineer and project management professional with over 35 years experience gained world-wide. He brings leadership, project management and construction expertise to the development and delivery of major infrastructure projects and programs. Since joining E3 Advisory in October 2018 Mark has undergone two secondments into Transport NSW projects to assist in bringing both the Sydney Gateway Project and Sydney Metro Western Sydney Airport Surface Civil and Alignment (SCAW) Project to successful award. Mark enjoys the challenges of complex projects, developing and working in high performing teams, but most of all leaving legacy infrastructure to improve the quality of life for everyday people.

On the weekend, you’ll either find Mark sailing or renovating, depending on the winds.

Mark is a civil engineer and project management professional with over 35 years experience gained world-wide. Prior to joining E3 Advisory Mark spent equal durations working for Tier 1 Contractors in the UK, Engineering and Project Management Consultants (traversing four different continents) followed by a move Client-side to a national electricity generator and retailer here in Australia. He brings leadership, project management and construction expertise to the development and delivery of major infrastructure projects and programs.

Peter Cuk Executive Advisor

Peter is a civil engineer with 40 years of experience on major infrastructure projects providing project leadership; project development; procurement and expert analysis services for clients. Projects have covered transport infrastructure (road, rail, light rail), power, mining and commercial property sectors. In recent years, Peter has provided advice to government ministers and senior executives of client organisations.

Peter has also led consultancy businesses in Australia, Singapore and Vietnam.

Peter is recognised for identifying and developing practical solutions to the challenges encountered by clients, which are based on a robust understanding of the commercial, legal and technical drivers in any situation.

His career has afforded Peter opportunities to live and work overseas, in locations such as Singapore, Vietnam, China and Colombia. These have broadened his appreciation of the importance of cultural understanding in leadership, team dynamics and communication.

Peter is a civil engineer with 40 years of experience spanning project and business management roles. He brings a broad range of experience across the public and private sectors in:

  • Contractual services including independent expert and forensic analysis

Peter has led negotiations involving various contract forms, including material supply, design and construct, EPC, EPCM, Alliance and PPPs and has prepared specialist reports and advised clients in commercial resolution of disputes and claims.

Identifying and developing practical solutions to the challenges encountered by clients is a rewarding component of Peter’s work. Peter prides himself on these solutions being grounded in a strong understanding of the commercial, legal and technical drivers in any situation.

Peter’s work requires him to regularly communicate with government ministers and senior executives of client organisations.

His career has afforded him opportunities to live and work overseas, in locations such as Singapore, Vietnam, China and Colombia. These have broadened his appreciation of the importance of cultural understanding in leadership, team dynamics and communication.

Outside of work, Peter enjoys time with family and friends, sharing his passions for food, wine and conversation.

Ben is a Principal at E3 Advisory with 20 years’ experience in infrastructure planning and delivery. He provides commercial, cost, time, and constructability support and advice for major infrastructure projects, with a specific focus on tunnelling, rail, road, and civil works. Drawing on years of experience in major project delivery, Ben helps his clients to solve their infrastructure challenges and assess the cost, time, and risk implications of significant commercial decisions. As the sole male in a household comprised of his wife and three daughters, he takes advantage of any opportunity to enjoy some quiet time out in the ocean.

Ben is a Principal at E3 Advisory with 20 years’ experience in infrastructure planning and delivery across Australia and the UK. Ben has previously taken leadership roles in the delivery of some of Australia’s largest transport infrastructure projects, including the multi-billion-dollar NorthConnex tunnel. As an infrastructure advisor, he draws on this experience to help his clients understand and solve their infrastructure challenges. Ben finds the diverse, interesting, and consistently challenging nature of infrastructure advisory work to be immensely rewarding. He loves having the opportunity to work with multiple clients across a number of major projects to assess the cost, time, and risk implications of significant commercial decisions.
