Sutina Tsang Managing Principal

Sutina is the Managing Principal of E3 Advisory and a founding member since our inception in 2014.

As Managing Principal, Sutina sets and implements E3 Advisory’s strategic direction, infusing her leadership, enthusiasm and energy into shaping and driving E3 Advisory into the future.

Sutina is highly regarded as a leading transaction and commercial professional, having provided advice for many of the most significant and impactful NSW transport projects over the last two decades. She brings expertise in strategy development, commercial management, cost advisory, and operation and maintenance management for large-scale, complex projects. Sutina has particular interest in rail, fleet, systems and technology projects.

With more than 25 years of experience, Sutina is well-respected by clients and the industry for her persistence and ability to navigate multi-faceted challenges. She uses her skills to deliver successful outcomes for her clients, whilst building an inclusive culture. Sutina is the chair of E3 Advisory’s Diversity & Inclusion Committee and is committed to fostering a culture where everyone can grow and thrive in their careers with a strong sense of purpose, pride and belonging.

Sutina holds a Bachelor of Engineering in Systems Engineering and a Master of Management in Technology from the Australian National University.

When she’s not advising clients on important infrastructure projects or developing our people, Sutina enjoys spending time skiing with her family.

Derek Burrows Principal

Derek is a Principal at E3 Advisory. He specialises in delivery strategy, procurement, and facilitation services for major public infrastructure projects. He excels at complex problem-solving, assisting clients to navigate challenging, multifaceted issues by creating critical connections between technical, legal, and commercial teams. Derek is passionate about building a better country through infrastructure. Over his 20-year career, he has played an instrumental role in numerous social infrastructure projects, including the successful delivery of NSW’s social housing infrastructure program. When he’s not delivering infrastructure advice, Derek enjoys cooking and competing in endurance events.

John Willmott Principal

John is a commercial and project advisor and Principal at E3 Advisory with 40 years’ experience in the construction sector. He provides expert advice to support the successful delivery of large, complex infrastructure projects, ensuring value for money for both clients and end users. Over the last decade, John has been involved in the construction of a range of new road and rail infrastructure in Queensland, including the Brisbane Metro and Legacy Way Toll Road. He enjoys working collaboratively to devise innovative solutions to complex problems. John is a keen cyclist who enjoys riding in the peloton (that’s the main pack!).

His primary objective is always to deliver effective infrastructure and ensure value for money for both clients and end users. 

John offers substantial expertise in the management and delivery of major road and tunnel projects. Over the last decade, he has made a significant contribution to the delivery of new road and rail infrastructure in Queensland, including the Brisbane Metro and Legacy Way Toll Road.

Sean was drawn to infrastructure advisory work by his innate curiosity about how things work and how they are put together. He is proud to act as a mentor to entry-level advisors, watching them develop into exceptional young professionals. Sean is a volunteer surf lifesaver and board member of the Narrabeen Beach Surf Life Saving Club.

Having delivered infrastructure as the primary contractor Hamish has managed construction crews and subcontractors including resolving both constructability and commercial issues.

Hamish’s method is firmly rooted in practicality, providing his clients with precise and practical solutions drawn from his extensive firsthand knowledge. After half a century in the industry, Peter draws on a wealth of knowledge to deliver pragmatic solutions to even the most intractable dilemmas. Peter’s exceptional commercial dispute resolution capabilities make him an asset to clients involved in major contractual disputes. Over the past five years, he has been involved in resolving the majority of megaproject disputes across the East Coast. As one of the most experienced members of E3 Advisory, Peter is an invaluable mentor to his energetic younger colleagues. Paul is an infrastructure, mining, and construction expert and Principal at E3 Advisory. He has 20 years’ experience in the industry, specialising in strategic cost and constructability advice for complex projects. Career highlights include his work on the multi-billion-dollar Integrated Mining Pit to Port Project in Bogota, Colombia. Paul values his role in delivering infrastructure that drives generational change. He also welcomes the opportunity to serve as a mentor to his younger colleagues. Paul once spent a year working 2,000m below ground level in Broken Hill. Now that he’s back on the surface, he loves being able to visit the ocean.

He is particularly proud of his work on the multi-billion-dollar Integrated Mining Pit to Port Project, a major mine, rail, and port infrastructure project in Bogota, Colombia. Paul believes that developing the skills and experience of all team members is a critical enabler of project success. He welcomes the opportunity to serve as a mentor to his younger colleagues, sharing his knowledge and experience to support their professional and personal growth. 

As a former mining and tunnel engineer, Paul has spent a lot of time underground. He once spent a year working 2,000m below ground level in Broken Hill. Now that he’s back on the surface, he loves being able to visit the ocean.

Nick’s previous experience includes working for major international contracting and consultancy organisations with varied experience on large scale civil engineering works, airport works, rail and metro works, renewable energy, wind farms, chemical processing plants, and high rise mixed-use / residential construction work.

On his day off, Nick is to be found in the hills with his mountain bike, attempting golf or watching cricket.

Zandra has over 20 years admin experience gained working across multiple industries. Her career has seen her rising through the ranks from Corporate Receptionist to Office Manager, and from Staff Services Coordinator to Regional HSEQ Administrator, for which she has won awards for her outstanding support work.

On a personal note, Zandra loves animals and has two cats, and in her free time she likes to play the piano and compose songs. She also goes to contemporary dance classes and yoga as a way of keeping fit and healthy.

Jason proactively seeks and embraces new challenges, demonstrating versatility in delivering value and innovative solutions to complex problems. Steve is a qualified civil engineer who has a wide range of experience nationally and
internationally. Steve has overseen the planning, development and delivery of numerous project types including automated seaports, warehouses, offices and railways including freight and metro.

Annikka Burge Undergraduate Advisor

Annikka is studying an undergraduate bachelor’s degree between Engineering (Civil) / Science (Psychology). She has a keen fascination for Human Factors and the intersection of design and human behaviour, in which she is pursuing a research thesis at UNSW.

In her prior design position, she played an instrumental role in transport analysis, population growth modelling, and movement and place assessments. She also has on-site exposure at intersections and high-rise buildings. Having worked extensively as an English tutor, Annikka has developed a client-focused communication style that tailors project delivery effectively to each client. Annikka is now excited to further her industry exposure by working with multi-disciplinary teams across a variety of infrastructure projects.

Passionate about volunteering, she has 2 years of business and management consulting experience in pro-bono consulting at UNSW 180 Degrees Consulting where she led teams of 5-6 on various strategy consulting projects.

She has led a team of over 50 in her co-president role at the Civil and Environmental Engineering Society at UNSW (CEVSOC) across various events. She also worked as the events coordinator at CEVSOC and was responsible for overseeing the movement of approximately $75,000 worth of funds across a multitude of large-scale events.
In her spare time, she enjoys travelling, and spending time with family and friends.

Eyal is an Undergraduate Advisor based in the Sydney office of E3 Advisory. He is currently pursuing a Bachelor of Mechatronic Engineering (Honours) and Bachelor of Commerce (Finance) at the University of New South Wales. His academic pursuits reflect his dedication to mastering the technical and financial aspects crucial to successful project development and execution.

With a keen interest in the complexities of large-scale infrastructure projects, Eyal enjoys collaborating with professionals across various disciplines. He is particularly drawn to innovative and sustainable initiatives, recognising the pivotal role of emerging technologies in shaping the future of infrastructure. Eyal has so far gained exposure to strategy work, and together with his previous experiences as an analyst at Monash Advisory and Neeon, he is equipped with valuable data analytics and problem-solving skills.

Guy is an energy infrastructure specialist and Executive Advisory at E3, with more than 20 years of experience in the sector. He provides strategic and commercial advice as well as due diligence and assurance services for private and public sector energy, transport, education and social infrastructure projects. With a career covering client side, construction, operations and maintenance, engineering and advisory consulting he has a deep understanding of how to address project challenges, reduce execution risk and achieve greater efficiency. Over his career, he has played an important role in numerous infrastructure projects, including Victoria’s Level Crossing Removal Program, Project EnergyConnect and many renewable energy projects. Guy has significant experience with the entire network infrastructure lifecycle from investment cases through to decommissioning strategies based on many complex brown and greenfield engagements with Australian and overseas transmission and distribution authorities.

This role showcased his exceptional ability in managing complex, high-value projects, and balancing the intricacies of heritage, functionality, and innovation. Ian also oversaw achievement of a world leading 6-star green rating, securing a supply linked renewable power purchase agreement.
