Derek Burrows Principal
Derek is a Principal at E3 Advisory. He specialises in delivery strategy, procurement, and facilitation services for major public infrastructure projects. He excels at complex problem-solving, assisting clients to navigate challenging, multifaceted issues by creating critical connections between technical, legal, and commercial teams. Derek is passionate about building a better country through infrastructure. Over his 20-year career, he has played an instrumental role in numerous social infrastructure projects, including the successful delivery of NSW’s social housing infrastructure program. When he’s not delivering infrastructure advice, Derek enjoys cooking and competing in endurance events.

Derek is a Principal at E3 Advisory with more than 20 years’ experience in public infrastructure. He specialises in delivery strategy, procurement, and facilitation services for major infrastructure projects, including transport, utilities, and social infrastructure. Derek is passionate about building a better country through infrastructure. He has played an instrumental role in numerous social infrastructure projects, including the successful delivery of NSW’s social housing infrastructure program. He excels at complex problem-solving, assisting public sector clients to navigate complex issues by creating critical connections between technical, legal, and commercial teams. Derek is known for his innovative approach, supporting his clients with bespoke collaborative contracting methodologies that minimise risk and optimise value for money.
Over the past decade, Derek has also developed substantial expertise in organisational change management and restructuring. He has assisted multiple public organisations to develop and implement best practice reporting and governance frameworks and agile working environments. When he’s not delivering infrastructure advice, Derek enjoys cooking and competing in endurance events.

Bianca Watherston Senior Advisor
Bianca is a civil engineer and transaction manager dedicated to helping her clients make well-informed decisions. She has more than six years’ experience spanning procurement, land remediation, transaction management, and tangible asset valuation across a diverse range of industries. Bianca is known for her client centricity and can be trusted to complete transactions within strict time constraints. She recently played a key role in procurement of Sydney Metro’s Engineering, Design, and Assurance Partner. When she’s not at the office, you’ll usually find Bianca swimming at the beach or getting stuck into a good book.

Daniel is passionate about creating generational change, working with industry leaders to resolve complex challenges and change the way we move around the world. He played a key role in the delivery of the iconic North-South Railway, a vast undertaking which spanned Saudi Arabia’s Nafud Desert. Daniel is a keen cyclist who loves to get out on the open road.

He played a key role in the delivery of the iconic North-South Railway, a vast undertaking which spanned the Nafud Desert and redefined the limits of land transport in Saudi Arabia.
Through his work on notable infrastructure projects like the Kangaroo Point Green Bridge, Brisbane Metro, and New Generation Rolling Stock Project, Daniel has developed substantial technical expertise as well as a broad range of strategic procurement, project engineering, project management, and claims analysis experience. He boasts considerable commercial and analytical acumen, assisting his clients to make informed, cost-effective decisions based on realistic risk profiles.

Megan’s recent work has focused on the procurement of infrastructure technology systems, including the NSW Government’s Digital Systems Program. Megan is passionate about leading a balanced lifestyle, including a focus on physical and mental well-being. She enjoys spending time outdoors with family and friends; and often takes timeout for reading and reflection.

Tennille is a civil engineer and Senior Advisor with over 16 years of experience providing engineering, project management and transaction advice. She is a transport specialist and has led transactions on major NSW’s road and rail projects including Sydney Metro’s Barangaroo Station, Transport for NSW's Digital Systems Program and Automatic Train Protection. Her ability to manage interdisciplinary project teams to achieve a common goal is what inspires and continues to reward Tennille for her efforts. This breadth of experience enables Tennille to provide clients with effective, current, and trustworthy advice on how to position their projects to achieve project and organisational goals and objectives.

As a transport specialist, Tennille has been involved in some of NSW’s largest and most complex road and rail projects including the Ballina Bypass Alliance, Northwest Transitway, WestConnex, NorthConnex and Sydney Metro. Her diverse experiences across contractor, advisory, and client-side have led her to specialise in delivery and procurement strategy, commercial support, strategic advisory, interactive tendering (development, workshops, and assessment), negotiation, governance, and approvals. Her ability to manage interdisciplinary project teams to achieve a common goal is what inspires and continues to rewards Tennille for her efforts. Testament to these efforts was her nomination for the Golden Ticket Award Nomination for Collaboration for her work on the Sydney Metro Barangaroo Station.
Tennille’s drive and passion for working with people led her to consulting, where she has successfully helped clients solve complex infrastructure problems for over a decade. Her career includes seven years with an Australian Tier 1 Contractor, and over ten years in advisory firms and client-side secondments which provides her with a range of skills and perspectives. This breadth of experience enables Tennille to provide clients with effective, current, and trustworthy advice on how to position their projects to achieve best for project outcomes.

He is committed to developing the skills and capabilities of the next generation of infrastructure advisors and was responsible for the establishment of E3 Advisory’s graduate program. Conrad Fonseca Principal
Conrad is a commercial and transaction specialist with over 25 years of experience across major infrastructure projects in Australia, New Zealand, Europe, Asia, and the Americas. His transaction and procurement strategy expertise are complimented by his ability to manage stakeholders, project risks and overall project management. He has extensive experience in the development of contract documentation and end-to-end transaction management for contracts on complex metro and other rail projects, including Sydney Metro City & South West, Digital Systems Program and the Parkes Special Activation Precinct. Conrad’s passion for solving problems on the largest and most complex projects, saw Conrad lead the transaction for the first competitively procured integrated station development in Australia.
On the weekend, you’ll find Conrad walking the trails around Sydney harbour or exploring one of the city’s many markets.

He has extensive experience in the development of contract documentation and end-to-end transaction management for contracts on complex metro and other rail projects, helping clients position complex infrastructure project for success.
Conrad is attracted to infrastructure advisory by the satisfaction of helping clients deliver infrastructure that provides significant economic benefit. His passion for solving problems on the largest and most complex projects, saw Conrad lead the transaction for the first competitively procured integrated station development in Australia.
