Derek is a Principal at E3 Advisory. He specialises in delivery strategy, procurement, and facilitation services for major public infrastructure projects. He excels at complex problem-solving, assisting clients to navigate challenging, multifaceted issues by creating critical connections between technical, legal, and commercial teams. Derek is passionate about building a better country through infrastructure. Over his 20-year career, he has played an instrumental role in numerous social infrastructure projects, including the successful delivery of NSW’s social housing infrastructure program. When he’s not delivering infrastructure advice, Derek enjoys cooking and competing in endurance events.

Derek is passionate about building a better country through infrastructure. He has played an instrumental role in numerous social infrastructure projects, including the successful delivery of NSW’s social housing infrastructure program. He excels at complex problem-solving, assisting public sector clients to navigate complex issues by creating critical connections between technical, legal, and commercial teams. Derek is known for his innovative approach, supporting his clients with bespoke collaborative contracting methodologies that minimise risk and optimise value for money. 

Over the past decade, Derek has also developed substantial expertise in organisational change management and restructuring. He has assisted multiple public organisations to develop and implement best practice reporting and governance frameworks and agile working environments. When he’s not delivering infrastructure advice, Derek enjoys cooking and competing in endurance events.

Conrad Fonseca Principal

Conrad is a commercial and transaction specialist with over 25 years of experience across major infrastructure projects in Australia, New Zealand, Europe, Asia, and the Americas. His transaction and procurement strategy expertise are complimented by his ability to manage stakeholders, project risks and overall project management. He has extensive experience in the development of contract documentation and end-to-end transaction management for contracts on complex metro and other rail projects, including Sydney Metro City & South West, Digital Systems Program and the Parkes Special Activation Precinct. Conrad’s passion for solving problems on the largest and most complex projects, saw Conrad lead the transaction for the first competitively procured integrated station development in Australia.

Conrad is attracted to infrastructure advisory by the satisfaction of helping clients deliver infrastructure that provides significant economic benefit. His passion for solving problems on the largest and most complex projects, saw Conrad lead the transaction for the first competitively procured integrated station development in Australia.

Megan’s recent work has focused on the procurement of infrastructure technology systems, including the NSW Government’s Digital Systems Program. Megan is passionate about leading a balanced lifestyle, including a focus on physical and mental well-being. She enjoys spending time outdoors with family and friends; and often takes timeout for reading and reflection.

He takes great satisfaction from witnessing the transformation of a stretch of vacant land into a piece of critical infrastructure. Wei has recently taken up running and long walks to stay active during lockdown. He’s also said to make a fantastic cheesecake.

During his time at E3 Advisory, Wei has been involved in a wide range of projects across urban and rural Australia. He values the opportunity to work alongside industry leaders, gaining insight into both the technical and commercial aspects of infrastructure. Wei takes great satisfaction from witnessing the transformation of a stretch of vacant land surrounded by fences into a piece of critical infrastructure. Amber is an engineer and transaction specialist with over 17 years of experience in the infrastructure sector supporting her clients fulfil their infrastructure procurement commitments. She brings strong commercial acumen, communication and influencing abilities to the planning, monitoring and delivery phases of infrastructure projects spanning transport, water, and energy sectors. With a career spanning client side, contractor, and consultancy in Australia and the United Kingdom, Amber has worked on numerous multidisciplinary engineering design projects including More Trains, More Services Program, Pitt Street Integrated Station Development, Easing Sydney’s Congestion Program and Parkes Materials Recovery and Parkes Energy from Waste facility. Amber is passionate about ensuring the right decisions are made to achieve the best results for the community and brings this ethos to supporting her clients fulfil their infrastructure commitments.

The variety of projects and working in high performing teams overcoming complex infrastructure delivery challenges are two areas of her work that Amber finds rewarding.  With a career spanning projects across Australia and the United Kingdom, Amber commenced her career in construction-based engineering roles and has built on this knowledge through working on numerous multidisciplinary engineering design projects in planning, monitoring and delivery phases.  This breadth of experience combined with her strong communication and influencing abilities, helps Amber to drive the effective delivery of projects on behalf of her clients.

He has recently been engaged to assist with the resolution of mega disputes on various major infrastructure projects throughout Australia. After 18 years’ in civil construction, Mark still enjoys the challenge of working with talented colleagues to solve problems for his clients. Career highlights include his work on the Inner West Busway Alliance, a $175 million project involving the construction of a new, incrementally launched bridge. When he gets some spare time, Mark likes to spend it with his family.

He provides commercial advice and support to clients engaged in legal disputes, specialising in the assessment of direct cost and extension of time claims and development of expert reports. Mark is a highly effective negotiator who often achieves substantial savings for his clients. He has recently been engaged to assist with the resolution of mega disputes on various major infrastructure projects throughout Australia. 

Mark enjoys the challenge of working with talented colleagues to solve problems for his clients. He previously held project management positions with several Tier 1 contractors, leading the design and construction of numerous major transport infrastructure projects. Career highlights include his work on the Inner West Busway Alliance. As project engineer, Mark was responsible for the construction of a new 400m, incrementally launched bridge which represented Australia’s first bridge launch from in front of an abutment.
