Michael is a professional engineer and Principal with E3 Advisory with 30 years’ experience in civil construction engaged in development, procurement and delivery of major road, rail, tunnel, bridge, and airport projects.
Since 2009 Michael has been providing strategic and construction planning, project management, independent review and contract and procurement advisory services to government and the private sector across a range of transport infrastructure projects, from development through delivery to operational phases. Key clients include the NSW Roads & Maritime Services, Transurban, Westlink M7, and Transport for NSW.
Prior to 2009, Michael held senior project management and technical management positions with Baulderstone Hornibrook and Transfield Construction, engaged in the design and construction of major road and civil infrastructure projects, including Sydney’s Cross City Tunnel, M5 East Motorway, Harbour Tunnel, Victoria Road Alliance and Sydney Airport’s Parallel Runway. Michael successfully delivered technically challenging projects to time and cost targets, comprising complex urban roadworks, cut and cover tunnels, bridges and viaducts, tunnel ventilation structures, and airport pavements. He also led competitive road and bridge tenders for design and construct, and construct-only contracts.
Michael has complementary commercial and technical expertise in procurement of D&C projects, and significant exposure to D&C contract risk allocation. Michael has recently implemented accelerated procurement strategies to fast-track D&C road projects to meet client’s financial and delivery commitments, including strategies for managing parallel procurement and planning application processes.
