Finding innovative solutions to a decades old challenge

A new way of working with the private sector

About 64 million people pass through Sydney’s Circular Quay Precinct each year using public transport (ferries, trains and buses) or by active transport (pedestrians and cyclists).

However, visitor and commuter forecasts indicate that neither the precinct’s transport infrastructure nor the public domain will meet the future needs of this iconic harbourside location.

A new way of working with the private sector was required to upgrade Circular Quay’s ferry wharves and the surrounding public domain, given the longstanding challenges of complex stakeholder interests and site constraints.

Unlocking new ideas for Circular Quay precinct

In collaboration with Transport for NSW, we helped develop a Structured Market Engagement (SME) process for seeking private sector partners who can deliver the renewal of Circular Quay. This SME took the non-traditional approach of providing the private sector with the opportunity to submit proposals for the precinct prior to the NSW Government confirming a concept or reference design in a collaborative, but competitive, environment.

Using our strong commercial and infrastructure experience, we helped give the private sector confidence in this innovative process. As a result, Transport for NSW attracted a very strong response from the market. Importantly, the process elicited a range of innovative solutions for the precinct that have the potential to provide value beyond what the NSW Government might achieve if following a more traditional procurement approach.

We have managed the evaluation of proposals from two shortlisted consortia, including early designs, and are continuing to support Transport for NSW with establishing agreements for the next phase of design and planning activities.

Kelvin Cremen Senior Advisor

Kelvin is a builder and construction management expert with more than 30 years’ experience in the industry. He specialises in commercial, disputes, and transaction advice for major infrastructure projects. Kelvin enjoys the intellectual challenge of infrastructure advisory work and takes great satisfaction from helping his clients to solve complex problems throughout the project lifecycle. He loves to witness the long-term evolution of public infrastructure that he has helped to create. He may be in his 50’s, but Kelvin’s surfing more than ever! He’s also a successful racehorse breeder: apparently, he’s due for another fast one…

Kelvin is a builder and construction management expert with more than 30 years’ experience in the industry. He specialises in commercial, disputes, and transaction advice for major infrastructure projects, helping clients to address nuanced issues throughout the project lifecycle. With experience spanning the transport, healthcare, water, mining, and commercial construction sectors, he boasts substantial expertise leading project teams to deliver high-profile projects with ‘live’ operating environments and competing stakeholder and public interests. 

Kelvin enjoys the intellectual challenge of being an infrastructure advisor, which provides endless opportunities to be involved in a wide variety of interesting projects. He takes great satisfaction from overcoming particularly thorny problems for his clients. He also loves to witness the long-term evolution of public infrastructure that he helped to create. Many years ago, he worked as the project manager for part of the Western Sydney Parklands. He loves being able to visit the park from time to time to see how the plantings continue to grow and flourish.

He may be in his 50’s, but Kelvin’s surfing more than ever! He’s also a successful racehorse breeder: apparently, he’s due for another fast one…

Lucas Jordan Senior Advisor

Lucas is a professional engineer who specialises in commercial advice and end-to-end transaction management. He has 15 years’ experience in the development, procurement, and delivery of major transport and social infrastructure projects. Lucas is passionate about far-reaching infrastructure projects that really improve our way of life. He is committed to developing the skills and capabilities of the next generation of infrastructure advisors and was responsible for the establishment of E3 Advisory’s graduate program. Lucas is a serious guitar enthusiast: he’s not admitting just how many he owns! He also enjoys a friendly round of golf on Saturdays.

Lucas is a professional engineer with 15 years’ experience in the development, procurement, and delivery of high value transport and social infrastructure projects. He specialises in commercial advice and end-to-end transaction management. He is known for his collaborative approach and strong commercial acumen. Lucas is passionate about infrastructure projects that have a truly far-reaching positive impact on our way of life. He welcomes the opportunity to work on a wide variety of projects alongside his talented colleagues at E3 Advisory.

Lucas is committed to developing the skills and capabilities of the next generation of infrastructure advisors. He considers the establishment of E3 Advisory’s graduate program to be a highlight of his career. Lucas is a serious guitar enthusiast: he’s not admitting just how many he owns! Paul Layton Principal

Paul is a commercial and transaction specialist and Principal at E3 Advisory with over 30 years’ experience in infrastructure development and delivery. He provides expert advice to support the planning, transacting, and delivery of major infrastructure projects. Over the past two decades, Paul has worked extensively with government transport agencies, being directly involved in the procurement of numerous major projects and programs. He loves being part of what makes a project happen and engaging with others who share his passion. Paul is a self-confessed rev head! However, when he needs a bit of quiet time out, the ocean is his ‘zen’ place.

Paul is a Principal at E3 Advisory with over 30 years’ experience in infrastructure development and delivery. He is a commercial and transaction specialist who provides expert advice to support the planning, transacting, and delivery of major infrastructure projects.

Over the past two decades, Paul has worked extensively with government transport agencies, being directly involved in the procurement of numerous major projects and programs. He recently led the transaction for the Circular Quay Renewal project, the redevelopment of one of Australia’s most significant historical and cultural precincts. He played a key role in the development of an innovative ‘Structured Market Engagement’ procurement process designed to attract early industry involvement on this project. Paul loves being part of what makes a project happen and engaging with others who share his passion. He enjoys being able to make a meaningful contribution to the success of a wide variety of infrastructure projects.

Paul is a self-confessed rev head! However, when he needs a bit of quiet time out, the ocean is his ‘zen’ place.
