Setting up megaprojects for success

Transforming travel across the whole of South East Queensland

The $5.4 billion Cross River Rail is a new 10-kilometre rail link through the heart of Brisbane, that will unlock a bottleneck at the core of the SEQ rail network and that will transform the way people across the whole of the region travel to, from and through Brisbane in the future. It supports the Queensland Government’s economic growth and liveability objectives and is the key to increasing train services as Queensland’s population grows, with a 6-kilometre tunnel providing an additional river crossing and four new underground stations in the CBD and surrounds.

After more than a decade in the planning pipeline, E3 Advisory was engaged to support the newly formed Cross River Rail Delivery Authority in making the project a reality. The early challenges included meeting ambitious timelines for procurement of the major works, to provide certainty for industry, overcome market sensitivity and build confidence for the tendering process.

Building confidence through leadership and engagement

We fulfilled key early leadership roles, provided strategic and commercial advice to the executives and Board during formation of the Cross River Rail Delivery Authority and set up the integrated project team. In doing this, we adopted lessons learned from contemporary mega-projects, established key stakeholder governance forums, engaged and integrated the operator of the rail network, implemented the Gateway Review assurance framework and adopted new government policy priorities.

At the same time, the E3 Advisory team was involved in the development of tender documentation, management of interactive tendering processes, evaluation of competitive proposals and alignment of multiple transactions. The major work packages included a tunnel, stations and over station development Public Private Partnership, a complex rail systems and integration alliance and a train control technology system.

With our involvement, the Cross River Rail Delivery Authority achieved a key shift in market perception and improved industry confidence. This has led to a strong response from industry to tender invitations at a time of high market demand, resulted in comprehensive and competitive bids from capable and experienced internationally recognised consortia and achieved successful contract formation.

Our deep experience at all stages of the infrastructure lifecycle has been at the heart of our engagement on Cross River Rail. We know what is required at each stage of a project’s evolution and we work with our clients to set them up for success.

Bevan Brown Principal

Bevan has 35 years of executive, and project leader experience and now provides clients with strategy, commercial, risk, transaction, and dispute resolution advice. He is known for deep commercial, risk, procurement and contracting skills across rail, water, energy, road infrastructure and rollingstock fleet. Bevan advises public and private clients with the benefit of lived experiences in the development, delivery, operation and maintenance of infrastructure.

Bevan was drawn to infrastructure due to its impact to provide lasting benefits for communities.

Bevan is a Principal at E3 Advisory with a career of 35 years of executive, commercial and project leadership in infrastructure.  He advises public and private clients on strategic matters, risk, commercial and transaction solutions for capital programs and projects in transport, water, energy, arts, sports and social housing.

Bevan brings a unique ability to combine a deep understanding of client, infrastructure and customer-centric focus of the operator and maintainer with strategic, commercial and transaction expertise.  Bevan’s lived experience in managing across the whole-of-lifecycle of infrastructure development, contracting  and delivery enable him to provide actionable advice and knowledge of programs and projects to benefit public and private sector clients.

Bevan was drawn to infrastructure for its impact to provide lasting benefits for communities.  He has held executive positions within the New South Wales Government infrastructure delivery agencies, as well as senior positions within infrastructure advisory and contracting firms.

Garry Braithwaite Principal

Garry has 35+ years of experience in infrastructure projects in Australia and Hong Kong. He's a practioneer in alliance-style delivery models and contributed to drafting the current alliance contracting guidelines.

Garry has 35+ years of experience in infrastructure projects in Australia and Hong Kong. He’s a practioneer in alliance-style delivery models and contributed to drafting the current alliance contracting guidelines. Key projects in the last 10+years include the last major dam in Queensland, the Western Corridor Recycled Water program, WestConnex road tunnel projects in Sydney, and the Cross River Rail surface rail alliance. Currently, he’s working with Council on their new Kangaroo Point Green Bridge in Brisbane and involved in Queensland’s dam improvement projects.

Peter Wood Principal

Peter is well known in the Australian infrastructure industry with extensive experience providing strategic infrastructure related advice to the Departmental Secretaries of Governments’ Line and Central Agencies, Boards and CEOs of Government Owned Corporations as well as numerous private sector CEO’s and Boards. He was the lead advisor to COAG (Council of Australian Governments) in the development of various Australian National Infrastructure Guidelines.

Peter brings a combination of international infrastructure experience and academic qualifications together with deep insights into infrastructure projects from the multiple perspectives of investors, owners, international contractors, and advisors. He is Principal and Co-Chair of E3 Advisory and is a former Board Member of Infrastructure Australia.

Prior to establishing E3 Advisory with his other business partners, Peter worked for over 25 years with major international construction contractors at Regional General Manager and Exco level followed by 10 years with the international infrastructure advisory firm Advisian (formerly Evans & Peck) where he was Global Managing Director responsible for operations in Australia, UK, China, New Zealand, India and Middle East.

Nigel Markie Senior Advisor

Nigel is a Senior Advisor with 20 years of experience in the planning, prioritisation, and procurement of major capital projects. An economist by training, he has extensive experience undertaking major project reviews, value for money assessments, and designing and facilitating bespoke transaction processes for his public and private sector clients in regulated and unregulated sectors such as water, transport, mining, and energy. Nigel has always enjoyed the variety and intensity of work in the infrastructure sector given it is such a vital and visible part of the economy.

Outside of the office Nigel enjoys getting out on the open road on his motorcycle.

Nigel is a Senior Advisor with 20 years of experience in providing commercial advice to senior executives of public and private sector organisations.  Nigel brings extensive experience in the planning, prioritisation, and procurement of major capital projects.

Nigel has extensive experience undertaking major project reviews and value for money assessments for his public and private sector clients in regulated and unregulated sectors such as water, transport, mining, and energy.  

Nigel’s has well developed procurement and transaction management experience having helped to develop delivery strategies and procurement processes for major infrastructure projects, as well as leading the design and delivery of bespoke evaluation processes for complex procurement transactions. 

Nigel has always enjoyed the variety and intensity of work in the infrastructure sector given it is such a vital and visible part of the economy.  Being involved in the Cross River Rail procurement phase and the evaluation of one of the major packages was a highlight given the transformational nature of that project for Brisbane and the opportunity to see the excellent capability of the local contractor market bidding for the project.
