Sydney Light Rail is a program which includes the Inner West Light Rail and CBD and South East Light Rail (CSELR) which will extend from Circular Quay along George Street to Central Station, through Surry Hills to Moore Park, then to Kensington and Kingsford via Anzac Parade and Randwick via Alison Road and High Street. The CSELR will be delivered, operated and maintained by a private operating company appointed for the Sydney Light Rail network as part of a Public Private Partnership (PPP). The PPP contract has been awarded to the ALTRAC Light Rail consortium. ALTRAC will finance the CSELR project and will also have responsibility for the existing Inner West Light Rail.

Scope of work

E3 Advisory professionals were accountable to manage Transport for NSW (TfNSW) commercial, procurement and property interfaces with Government agencies and obtain alignment and Government approvals. Key achievements and roles within the projects as part of the Sydney Light Rail Program are set out below:

Key Role

For the Inner West Light Rail, the strategy, due diligence and commercial oversight of Metro Transit Sydney acquisition.

For the Inner West Light Rail Extension infrastructure design and construction contract:

  • Develop and approve the delivery strategy, develop tender strategy, market engagement  and process, convenor of the tender review panel
  • Risk allocation, contract review,  negotiation and award

In the contract delivery phase:

  • Commercial management oversight
  • Dispute resolution strategy, negotiation and finalisation
  • Manage stakeholder interfaces with Sydney Trains, Infrastructure NSW (INSW), other TfNSW divisions

For Inner West Light Rail Light Rail Vehicles (LVR):

  • Develop the delivery strategy, tender strategy and management of the tender process with overseas suppliers for supply and maintain
  • Develop risk profile, undertake contract negotiation and award
  • Commercial management oversight
  • Strategy and negotiation of dispute resolution

For the CSELR,

  • Develop and facilitate the successful delivery strategy with Treasury, Department of Premier and Cabinet (DPC), INSW, Roads and Mairtime Services (RMS)
  • Commercial and financial steering group member with DPC, Treasury, INSW, RMS
  • Tender process design and tender review panel member
  • Client control group acting member and CBD traffic committee acting member
  • Property acquisition oversight

Key Achievements

For CSELR:

  • Delivery strategy approval, commercial principles approval, Cabinet Expression of Interest and Tender Invitation Approvals
  • PPP contract award
  • Alternate staging report to INSW
  • Managing contractor contract award

For IWLR:

  • Design and construct contract awarded, contract completed, commercial disputes resolved
  • LRV fleet: supply and maintain contract award, LRV fleet delivered
